Anyone willing to answer some questions?

Hi guys!
I have some rather odd questions concerning the military. I’m afraid I’m very uneducated in the matters of military involvement so, here’s the long backstory.
A good friend of mine (no, it’s not me) has a boyfriend who is military personnel. I have reason to believe they’ve met online but she won’t willingly give up that information. Supposedly, this gentleman is “special ops,” and has been deployed (she believes Africa but he apparently cannot give his direct location).
He was supposed to be getting sent home last April but some Stop Loss order prevented him from returning to the states. Continuing; they had planned a wedding and she had planned on going with him to California (from NY) when once again, he was supposed to return to the states around the holidays.
She got a call three days before he was supposed to come home about yet another Stop Loss being put into effect and he’s once again unable to come home.
So, my questions are: what exactly is a stop loss?
Is it possible for a person to be deployed for going on four years?
Do deployed persons have access to Skype and texting? (He says he cannot Skype because his location can be tracked, but is able to text and call through an app)
Is it true that military personnel who are not married cannot send gifts, addresses or have access to their homes while they are deployed?
Is it true that a person who has made a career out of the military be forced to stay in deployment until their retirement?
