If you were king of a country like Saudi with an annual budget of $100bn, what would your military look like?

Hope this "what if" doesn't break the rules. I'm newly interested in global military issues, due to geopolitics. None of the political subs understands the military. If you were king of Saudi Arabia (or a country with similar location, size and neighbors) with a $100bn budget and no existing military, what would yours look like? You can buy any existing weapon (conventional only), you can hire any mercenary group, and you can recruit from any country.
Would you buy large nuclear aircraft carriers with force of f35s or smaller ships in greater numbers? Perhaps submarines? Tanks? Conscripts or volunteers?Which missile defense system? Offensive or defensive? I'm curious for any information from the experts. Thank you.
