Is there a reason behind the wildly different prices in the different branches commissaries?

I’m a marine stationed in Hawaii. As you might expect, I go to the base commissary a bit (duh) since I’ve been here I’ve been coming to the surrounding bases frequently but I didn’t pay attention to the prices till about 2 months ago. I’ve noticed there’s huge differences between identical goods depending on the base. (Not just commissary but the gas station shops as well)
For example, gas at MCBH is 3.46ish? Gallon. At hickam it’s 3.35gallon. Same grade.
Coconut water? 5.30 at MCBH, hickam 4.50
Etc normally there’s a 10-12c difference between the two.
At first I thought “maybe it’s the shipping?” Considering hickam is literally at the harbor. It would make sense but 10c each individual object adds up, take a pallet. 30? Per box, 30 boxes 30x30 900x 10c is 9k to ship to MCBH. Now, idk if the military is using some ultra top secret teleportation decides to ship said goods 20 miles but n. o.
Ideas?
