Need help for grandfather, WWII veteran

I have been trying for a year to get help for my 96 year old grandfather, who was a pilot in WWII. He was sent home from service due to shell shock, but somehow his records were lost. The VA does have records that he served, though, and has given him some medical benefits and a small monthy pension. However, his health is now failing and he needs more care than I can give him. My mother and I are all he has left, and my mom's health is now failing as well. The VA told me it is now up to me to find and pay for a place for him to live and receive care. Is that correct? He has never asked for anything from the government until a few years ago when he began going to the VA for basic healthcare.
He is facing eviction at the assisted living home where he currently resides, because we can no longer afford the rent. (The VA has also removed his Aid & Attendance, which is another frustrating story!)
Can anyone give me suggestions of who to call to guide me?
