Nuclear Propulsion Officer Candidate Program (question)

I'm currently a senior in HS, I've been in the MCJROTC for all four years and have reached the position of fourth in command of the company. I've also been nominated for acceptance to the USAFA, but I'm continuing to apply to other colleges to keep options open. I received a large packet in the mail from one of the local universities and it was detailing the NUPOC scholarship, it required a recommendation and a reasonable GPA. It also said it was a pipeline program, and that it wasn't like ROTC, no weekend duty, no uniforms, etc But that if you were chosen you would be signed on halfway through sophomore year, given the benefits and $26k in pay, then for junior/senior year it would be bumped up to $52k. Anyway, I was notified by the admissions counselor that I would get a decision in two weeks or less. Also, it should be noted this campus has no ROTC of any branch. I know even in ROTC you aren't guaranteed a commission, and neither does this. So my question is, if I do decide to go and be apart of the program, what does that mean necessarily when I graduate? And if I am accepted to this university and program should I go to one of the neighboring colleges and do their ROTC so I don't miss out on leadership training and growth?
