Question About Child Military ID

A relative of mine is currently the noncustodial parent of his and his ex-wife's child. Their timesharing agreement gives him some larger stints of time with his child, including the current summer break. His ex-wife's current husband is in the military, and so the child is covered by Tricare, and has their own military ID.
During the switch for the summer break, the ex-wife failed to provide their child's military ID, which is apparently needed when medical services are provided under Tricare. The ex-wife decided, instead, to provide a text-message-provided photograph of the child's ID. While the doctor's office the child recently saw accepted it, they did inform him that it was illegal of her to do so, and that next time he needs to have the child's physical ID. She claims that it's unlawful for her to send it to him in the mail, so she is refusing to do so. I'm not sure whether that's true or not, or whether she's just using it as an unnecessary way of being "in control" per se.
So with the ex-wife being halfway across the country with the ID, what's the best course of action to get it? Can a replacement be gotten from a local ID office? Bear in mind that he's the noncustodial parent, and is not in the military, so does not have access to a military base on his own, though there are two ID offices nearby located on separate military bases.
Any help would be greatly appreciated. He'll be calling the ID office on Monday, but it would be nice to know something in advance as well.
