Rank on Cemetery Marker - Regular or Reserve?

Hello,
Apologies in advance as I don't have a military background or experience. A relative passed (of old age) and as we're filling out the paperwork for his cemetery marker (at Georgia National Cemetery), they have him listed as "1 LT" however, we have paperwork that says he was a Captain.
Is it possible that he was in the "Regular Army" as a 1LT, transferred to the reserves, and earned the rank of Captain while in the reserves? This wouldn't qualify for the rank of Captain on the cemetery marker?
"They" couldn't read the DD-214 we had with the Captain rank on it (a big seal obscured the view, apparently when sent over to them) so we did supply another (older) DD-214 we could find, which did have the 1LT rank. His military service (including USAR) was 1961 through 1973.
Which is correct? If this needs correcting, what should I do?
