Relationship/Break Up Thought

When people are often deployed to different parts of the world and end up with someone after a long term relationship, would this be considered a rebound? Is this influenced by the friends they’ve made there?
I’ve seen a lot of people I know in long term relationships where a military personnel is often deployed across the world and that person ends the relationship and ends up with someone else within a couple weeks to a month and the one left at home is hurt. Not really saying cheating but seeing how quickly someone can move on or fool around so quickly. Can’t tell if it’s a fling or what it is. I just think if you’re dating someone in the service you need that talk of commitment and where you’re both at. I know every relationship is different but I am just curious on those who have experienced this on either sides of the relationship! Sometimes I wonder if this person even cares about the person back at home but can’t just contain their hormones or they’re just really lonely and need someone physically there or what
