Separate military unit

I'm hearing a lot of the term "separate", for example "Separate Battalion", "Separate Brigade", when looking at Russia.
What exactly does "separate" refers to?
Is it some sort of independant or detached unit?
Or it is just a name/category that puts them into the bigger command of all separate units? Like a division or a corps?
