Tricare (Dental?)

Potentially quick answer for a potentially long drawn out story.
So, long story short, my wife and I have been married for almost a year, and I never thought to enroll her in Tricare dental, because I guess I just thought it was included (wasn't briefed otherwise) anyhow, my wife has a serious problem with her teeth, her tooth is growing into her cheek and after calling around and seeing if it was possible to get her into a dentist anywhere, we found out we didn't have the right coverage. So I enrolled her July 27th in tricare dental, come to find out her coverage doesn't begin until September 1st (leave it to the big green weenie to fuck this up). She's in excruciating pain and it looks quite possible that it's going to be infected in the near future. Just to top it all off, I'm in Korea and she's currently in New York, and I'm PCSing next week back to the states, I'm taking leave at Fort Drum with her and the rest of my family, then we have to drive to Fort Stewart. Of course it all fucking happens in the middle of a fucking international PCS. But anyways, I was just curious whether or not she can use a dental facility on post or if those are just for Active Duty, and if so, would it be covered by the insurance we currently have (seeing as the people at the dentist office, at least on post would presumably be able to see that she's enrolled but her coverage just hasn't started yet? I have no clue what to do. We called a few dentists and asked if they could just bill us after September 1st and to no surprise, none of them would... totally reasonable.
This wasn't supposed to be a rant, I'm just curious whether or not there's any way that we can avoid spending an outrageous amount of money at a dentist (cheapest estimates that we got were $650-$800).
