When it comes to changing physical standards, is there any way to tell how much of it is politically motivated?

For example, when it comes to military or rescue gear, I've been reading material suggesting that the military has been doing it wrong when it comes to designing protective gear or having soldiers carry too much equipment for combat purposes. Also, it seems that certain rescue techniques, notably the fireman carry, are being classified as obsolete, ineffective and dangerous, with almost no practical application in combat or high stress situations. This seems to coincide with pushes to make inclusiveness a priority. Is there any way to gauge the extent to which changes in training and procedure are due to politics?
