Why were those Iranian ships allowed to reach Venezuela?

Back when the Iranian tankers were headed for Venezuela, why did the US and its allies not seize them or keep them from reaching their destination? Perhaps via blockade? Especially with all the hoopla that was made of those two countries defiantly flouting international sanctions.
I believe at least one of the ships turned away because of the direct threat of sanctions, but beyond that, to my knowledge, I think at least two of them made it.
So what were the pros and cons of letting them through unmolested, and how would things have been different had the US and its allies actually attempted to stop them with force?
As is, was the right decision made?
