ATTN Mil Car People: How to import a vehicle under 25 years old?

Hey y'all I've been meaning to ask this for some time now but back in January of this year on Wright-Patterson AFB near Dayton, OH I spotted a Volkswagen Caddy TDI with a manual transmission. If you happen to know anything about cars, neither the model, fuel type nor transmission do us Yanks have the ability to buy stateside. Plus, to add fuel to the discussion, the vehicle in question had what were clearly German plates beneath its US ones and indeed an Ohio plate, so evidently it was brought to the states legally and has since been legitimately registered, plated and insured. (I used to live in Germany and recognized the Grüne Umweltplakette Euro 4 sticker on the bottom corner of the windscreen which you can see in the photo I provided as well, so that's how I know for a fact it was from Germany and not another EU nation.)
The question then is as follows: how can I then too import a car that is less than 25 years old?
