Etiquette of a boot recycle

I'm at a base TDY and discovered something neat in the laundry. A cabinet that says "boot recycle"
Is this what I think it is? People who are ditching used boots for actual recycling or as a charitable replacement for someone's torn up pair? Should I leave my falling apart pair in there if I take a pair that's not as cruddy? Is that not even what it is for?
