Getting kids passports when mother is refusing.

I'm a military spouse with two kids that are not my wife's biological. I have custody for the kids and have had it since they were born. When the custody agreement was written up, there was a clause that stipulated the kids can only live in the continental U.S. Of course at the time of the agreement (4 years ago) I was not thinking that we would be moving to Japan in the future. Now we have orders for Iwakuni and their mother is being extremely stubborn.
I do already have a lawyer and we've been fighting with her for years on various issues. However, now it's getting closer to our move dates and I can not get her to agree on allowing me to apply for their passports. I live in Washington but the custody agreement was written up in Texas (where kids were born). My lawyer is doing everything he can but the process is always painfully slow. Is there any course that I can take on the Military side to help push this along?
SN: During a stay with their mother CPS had to remove them because of a drug issue, so leaving the kids with her while I go to Japan is a firm no. Also I'm not looking for advice on getting the kids approved to live in Japan via custody agreement, just looking for advice on helping me get their passports.
Any insight would be HIGHLY appreciated.
