How do you guys fight for career advancement in your countries?

I'm a Canadian Soldier with just over 11 years exp. and I have been very frustrated with our career advancement system and here's why:
-As a Private, (OR-1, 2 and 3), we are not considered for career advancement as promotion to the next rank is automatic after 4 years. You can still be given career courses at this stage but they don't help you in our point system until you reach Corporal (OR-4).
-Once you reace Corporal (OR-4), you are then scored on a very flawed point system based on what you've done in your career up to that point. Certain things you do will help your score for that year only and do not carry over.
-Once your score is high enough to compete for the limited number of promotion spots, your file then goes to a merit board where a commitee of people who have no idea who you are, will decide who they think deserve said promotion to the next rank.
-Once you get promoted, to Master Corporal (OR-5) you are placed at the bottom of the merit board in that rank until you can scrounge up enough points to merit again.
This is a very basic explination of our system and the beef I have is how so much of our career advancement is out of our control. Even to the point where the courses we need to advance are often prioritized to people to befriend their CoC, effectively making them teachers pets. It's even gotten to the point where our OR-8's and above will fight for their OR-4 drinking buddies, completely ignoring anyone else who may in fact be more qualified/deserving.
I'm just curious if there is a country out there where YOU, the soldier, are allowed to represent and fight for yourself?
