Is the soldier-scholar a meme

So, one thing I keep hearing is that the OCS/OTS tries to make their officers into soldier-scholars, and that book learning is important (not the same as having a fancy credential). Especially book learning to study the craft of war, strategy, etcetera. I mean, I guess on paper it is but in reality I don't know if most officers, I mean most PEOPLE even give a shit. One time I had a young Lt in my unit who saw my books during room inspection and literally told me she was confused why I read so many different topics, I didn't know how to respond to that.
Anyway, I was looking at videos of senior officers and truly, they all have great strengths in different ways. Very inspirational people - but most of them retired now. There is one person I can consider to be a young soldier-scholar, and now he is almost close to 20 years and might retire as a LtCol. I wanted to write him a letter suggesting it'd be nice if he would stay and become a General, part of the reasons including his scholarliness.
But then I wondered, is the soldier scholar a meme? I can see that it's an ideal and probably not reality for most cases but when you see it, why not mention it? I rather our military be run by people like that.
