Is the time right for an American mobile ICBM?

Russia and China have been operating truck carried intercontinental ballistic missiles for a very long time now with deadly new models coming out constantly. There was an attempt by the US Air Force to do something similar with the MGM-134 Midgetman, but after encountering difficulties the project was canceled even though most of the work on rocket prototypes was complete. Seeing that Northrop-Grumman is already responsible for the LGM-30 Minuteman replacement, they would be in a good position to develop a lighter GBSD variant with Oshkosh most likely tapped for providing transporter erector launchers. Now that Hypersonic weapons of all shapes and sizes have potentially reduced response time to less than ten minutes, it would be prudent for the US to augment its second strike capability by developing a road-mobile version of the new missile.
