Question for recruiters

My son (23) was overweight for years. Last year he lost over 80 pounds and enlisted in the navy. As it turns out, the recruiter lied on his paperwork and said he had passed the run, but he hadn’t. He lost weight so fast that he had no stamina. He was separated in week 2 of basic and told he was eligible to reenlist with a waiver. He concentrated on building his strength and stamina and now easily passes the run, but when he tried to re-enlist, they turned him down. He is now trying the army, but his RE code is 3...something. (I don’t have access to his DD214 at the moment.) I know the army will require the waiver as well. My question is, how likely is it that he will receive one? All the information I can find online is old and the recruiters he talks to make it sound like a formality to get it, but what I’m seeing has a granted waiver as a rarity. The recruiters are of course trying to keep his hopes up. I need to know the reality. Thanks in advance.
