Question: Why can't they put little timers on each bomblet in a cluster bomb that blow up the bomblet 10 minutes after release, whether the bomblet knows its hit the ground or not?

All the ethical grief/discussion about cluster bombs, to me, seems to rotate around 'Yea but loads don't explode than 25 years later some finally blow up when a school kids picks it up'.
So for anyone that knows, surely an incredible simple, cheap timer (started upon bomb release) would solve the issue? Set it to '10 mins then explode no matter what' (or something) - job done, no more moaning about cluster munition ethics?
