US Navy CNO says "No beards on deployment"

The CNO recently stated that it has only now come to his attention that COs have allowed no shave chits while at sea in an attempt to boost morale. Of the articles I've read almost none mention the fact that females were given hair down chits as well.
CNO stated that doing this is outside of the authority of any CO and the practice is now dead.
Why do you think the Navy is taking such a hard stance against beards?
Please don't try to hit me with the gas mask argument. S/Is have crazy beards and get seals no problem. The filters may be different but rubber or the material is the same.
It honestly seems like the US Navy is trying to crush the spirits of males. So many exceptions and postive rule changes have been made for females and it seems like male standards stay the same or get stricter.
