GAO Decision Threatens US Military Dominance; Reject It

Posted on June 27, 2018

Bill Greenwalt is sort of the Pied Piper of military acquisition policy. Where he leads, others often follow. After he wrote a series of op-eds for Breaking Defense recommending major changes to the Pentagon’s acquisition system, Sen. John McCain lured Bill back to his old job at the Senate Armed Services Committee. Greenwalt rewrote the laws, shaking up Defense Department acquisition. Bill is back, pointing to new acquisition problems, this latest one with his former employer — the Government Accountability Office. It’s a doozy, as you’ll see.

Posted on December 15, 2017

This is the second of James Kitfield’s in-depth analysis of the continuing challenges posed by America’s so-called “forever wars” in Afghanistan and Iraq. At the height of its powers several years ago, ISIS was attracting an estimated one thousand new foreign fighters each month. While U.S. officials always believed that the U.S.-led coalition would take… Keep reading →

COLORADO SPRINGS: Citing “increasing threats” against America’s satellites,  Deputy Defense Secretary Bob Work said here today that the US military “must be able to respond in an integrated, coordinated fashion” to attacks on US space assets and he used the charged term “space control” in making his argument. “While we rely heavily on space capabilities,… Keep reading →

Army, Guard Set On Collision Course For 2015

Posted on December 19, 2014

WASHINGTON: A major battle is brewing between the regular Army and National Guard. While Congress has frozen the planned transfer of the Guard’s Apache gunships to active-duty units, the Army is already taking steps that may make it much harder to keep the helicopters in the Guard. The Aviation Restructure Initiative calls for all Apaches to be moved from the Guard… Keep reading →

Posted on September 2, 2014

WASHINGTON: Summer is done. Elections loom. Senators and representatives spent August wining and dining donors and kissing babies in pursuit of a job. Navy Finally Admits It Can’t Afford Fleet, Esp. New SSBNs

Posted on July 8, 2014

WASHINGTON: “Unsustainable.” That’s the Navy’s own official assessment of the spending rates required to keep the fleet large and modern enough to do its missions. For the service to state this in writing ratchets up not just the rhetoric but the likelihood of future budget battles in the Pentagon and on the Hill — especially… Keep reading →

Congress, Please Don’t Treat IT Purchases Special: Kendall Aide

Posted on June 12, 2014

WASHINGTON: “Dear Congress: Please stop helping us. Sincerely, the Pentagon.” That’s a form letter the Defense Department might do well to buy in bulk. It’s not what every administration official thinks every time a legislator comes up with an unsolicited bright idea, but when it comes to the thorny thicket of the military acquisition system, Congress’s… Keep reading →

THE CAPITOL: “We do emphasize readiness,” Sen. Carl Levin told me. “I for one would rather have a smaller force that is ready than a bigger force that is less ready.” With those words — his parting shot as I hounded him through the Capitol’s marble halls after his official press conference yesterday on the… Keep reading →
