V-22 Update: Readiness Up 25%; Flight Hour Costs Down 20% Since 2009

Posted on April 7, 2014

SEA-AIR-SPACE: At least one important operating unit of the V-22 is sustaining impressive readiness rates “in the high 80s,” according to Col. Dan Robinson, the new program manager. But Robinson, asked by me and some of my colleagues, also said he didn’t have fleet-wide numbers and offered some unconvincing chatter about different units having different… Keep reading →

Hard Corps: Marine’s ‘Expeditionary Force 21’ To Be ‘Fast, Austere, & Lethal,’ And Expensive

Posted on April 3, 2014

WASHINGTON: In a move with major implications for the defense budget, defense contractors, and inter-service politics, the Marine Corps is set to publish a new “capstone concept” — leaked to Breaking Defense — that will guide the entire service for the next decade. From the title on, Expeditionary Force 21 paints an emphatic, uncompromising picture of a future Marine… Keep reading →

UPDATED 1:35 pm Wednesday with more details from Lt. Gen. Glueck WASHINGTON: The Marines are about to move out sharply with their once-stalled Amphibious Combat Vehicle, the smallest service’s biggest program. After years of uncertainty and a last-minute change of course that came too late to make it into the administration’s budget request for 2015,… Keep reading →

Bogdan Says F-35B’s Modifications Main Risk To Marine IOC

Posted on March 26, 2014

CAPITOL HILL: And we all thought software was the biggest risk faced by the Marine’s F-35C as Lockheed Martin and the military get it ready for IOC, its first warfighting configuration. But no. Air Force Lt. Gen. Christopher Bogdan, head of the F-35’s Joint Program Office, told the House Armed Services air and land subcommittee… Keep reading →

GAO Predicts F-35 Software Troubles May Drive Annual Costs Up To $15 Billion

Posted on March 24, 2014

WASHINGTON: The Government Accountability Office, Congress’ watchdog, says the Pentagon will have to sharply increase annual funding for the Joint Strike Fighter should projected software delays persist. Here’s the rub in this latest GAO report. It’s based on the director of Operational Test and Evaluations finding that the program won’t be able to make up… Keep reading →

Marine Official To Helm Navy’s Littoral Combat Ship Panel

Posted on March 18, 2014

Defense Secretary Chuck Hagel has told the Navy in no uncertain terms that he wants a second opinion on the controversial Littoral Combat Ship. Perhaps that’s why the newly formed “Small Surface Combatant Task Force” won’t be led by a sailor or even a Navy civilian. Instead, the “SSCTF” chairman will be Marine Corps Systems… Keep reading →

Navy Faces Budget Shortfall Even If Sequester Goes Away

Posted on March 4, 2014

Even if Congress somehow rolls back sequestration, the Navy’s fiscal situation will be uncomfortably tight, like trying to steer a battleship through the Panama Canal. Under the president’s five-year budget plan — which assumes sequester away — the “real buying power” for the Navy and the Marine Corps declines after fiscal year 2016, the Navy… Keep reading →

Bulkhead Cracks In F-35B Won’t Slow Fielding, Marines Say

Posted on February 21, 2014

AFA WINTER, ORLANDO: Some 9,400 hours of ground testing of the F-35B exposed serious cracks in the plane’s aluminum bulkheads, sending the Joint Strike Fighter program and contractor Lockheed Martin scrambling to come up with long-term engineering solutions. The Marines say any correction will be made later to their aircraft and will not slow initial fielding… Keep reading →

Imagine you’re a military supply officer, weary but proud as you watch the train you’ve laboriously loaded with gear roll out of the depot towards the front. And then you realize: You packed the wrong tank. Now you need to get that vehicle off and the right vehicle on — while the train’s already leaving… Keep reading →

Can New Amphibious Ship Coalition Grow Grass Roots?

Posted on February 14, 2014

WASHINGTON: This town needs another lobbying organization like I need another hole in my head. But when everyone else has a “grass roots” group to help make their case to Congress, not having your own is a form of unilateral disarmament — an especially bad idea in a time of escalating budget wars. “Having a… Keep reading →
